On 12/15/2009 at approximately 7:30 PM, an Asian male was walking home from the Rockville Metro when he was approached from behind in the 200 block of Croydon Avenue by two black males who were wearing black masks (no further description on the suspects). One suspect displayed a handgun to the victim, while the other suspect removed cash and a cell phone from the victim. The suspects forced the victim between two houses and told him to stay there while they made good their escape. A police K9 unit attempted a track with negative results.
Rockville City Police Criminal Investigations Unit is following up on the case. The phone was located in a field between the 100 block of Crabb Ave and the 300 block of Howard Avenue. Investigation to follow.

Viers Mill Road and Route 28 Intersection Improvements
ROCKVILLE, Md. - The intersection of Viers Mill Road and Route 28 is always busy, but expect it to get even busier early next month.
The Maryland State Highway Administration begins a nearly $1 million project early next month that will be finished by next summer.
The SHA says the work will improve the traffic flow in the intersection, which carries more than 31,000 vehicles a day.
The following roads will be affected at different times because of the project:
One lane will be closed on northbound Route 28, Monday through Friday between 6 a.m. and 3 p.m.
One lane will be closed on southbound Route 28 - single lane closures Monday through Friday between 11 a.m. and 9 p.m.
One lane will be closed on eastbound Viers Mill Road, Monday through Friday between 8 a.m. and 2 p.m.
One lane will be closed on westbound Viers Mill Road, Monday through Friday between 10 a.m. and 6 p.m.
The project will extend and add new turn lanes, resurface the existing pavement, upgrading sidewalks, and upgrading the traffic signals.

Sewer Main Replacement Project
The City’s sewer main contractor, Humphrey & Son, Inc., will be replacing the sewer main and house connections along the following City streets: South Stonestreet Avenue, Blandford Street and Grandin Avenue. The contractor will first cut the roadway pavement on all three streets during the week of November 9. The sewer main projects will be constructed one street at a time. Each street will take approximately one month to complete. Excavation is scheduled to start, weather permitting, as follows:
South Stonestreet Avenue East of Reading Avenue to the dead end.................Week of November 9
Blandford Street North of Mount Vernon Place to the dead end ......Week of December 14
Grandin Avenue Between Dean Drive and Broadwood Drive............Week of January 25

Applicants Sought for Task Forces on Communication, Finance and Budget
ROCKVILLE, Md., December 15, 2009-The Rockville Mayor and Council are seeking applicants for new task forces they voted in December to create: a Communications Task Force and a Budget and Finance Task Force.
The Communications Task Force is charged with identifying ways the City can better notify and involve citizens in the decision-making processes affecting them; helping residents keep up with projects as they make their way through the planning process, finding the right contact person when questions arise and generally staying more informed of City business.
The Communications Task Force will be comprised of seven members who are nominated and approved by the Mayor and Council. The Task Force would be asked to prepare a report, within six months of being formed, for the Mayor and Council that outlines findings and recommendations about communication from the City to residents.

The purpose of the Finance and Budget Task Force is to help define better tools and procedures for the Mayor and Council and staff to build the City's annual budget.
The Finance and Budget Task Force would have three technical goals that include reviewing Rockville's Financial Management Policies, Rockville's budget process, and the budget book, especially the presentation of budget data.
The Task Force would make positive recommendations to City staff and Mayor and Council, including an interim report by the end of March and a finished report by the end of June. Individuals who apply for the task force should have relevant expertise with local government financing or accounting, data display, process management or related fields.
